His hair is receding from his forehead and he has a moustache and beard. There is no background detail. James Hoy (1837-1908) was the Mayor of Manchester from 1901-2 and a city council member from 1882 until his death. From the Manchester Portraits series of twelve lithographed drawings by William Rothenstein, published in Manchester by J.E. Cornish in 1900.
